Background
A biotech client approached us to evaluate options for reducing a high-pH hazardous waste stream. The facility uses 0.5M and 0.1M sodium hydroxide solutions—prepared from pellets—to clean chromatography and processing equipment. This process generated a waste stream consistently measuring above 12.5 pH.
Because the stream was classified solely under waste code D002 (corrosive waste with a pH $< 2$ or $> 12.5$) and contained no other characteristic or listed waste codes, it met the RCRA definition of hazardous waste. Consequently, it required formal hazardous waste management, treatment, and off-site disposal.
Operating as a Very Small Quantity Generator (VSQG), the client was capped at generating 100 kg of hazardous waste per month. Anticipated volume increases in this caustic stream threatened to push the facility into Small Quantity Generator (SQG) status.
Upgrading to SQG status would trigger substantial administrative burdens, regulatory compliance obligations, and operational expenses, including:
- Obtaining an official EPA ID number
- Paying an annual $175 regulatory fee
- Upgrading emergency response equipment and protocols
- Implementing mandatory annual training for all personnel generating or handling waste
- Conducting and documenting weekly waste accumulation area inspections
Transitioning to SQG status would significantly increase waste management costs and require additional manpower to maintain regulatory compliance.
The Solution: RCRA Elementary Neutralization Exemption
Upon evaluating the waste stream, we identified that the site qualified for RCRA’s Elementary Neutralization Exemption. This exemption permits facilities to neutralize corrosive waste without a hazardous waste treatment permit, provided:
- The waste is hazardous solely due to the D002 corrosive characteristic.
- Treatment takes place in a tank or container directly at the point of generation.
We proposed neutralizing the caustic waste within its generation container to a pH between 6.0 and 10.0.
Implementation Steps:
- Protocol & Sampling: Established a protocol to sample, measure, and record pH levels post-neutralization. Reaching a pH between 6.0 and 10.0 renders the waste non-hazardous for RCRA compliance and aligns with local municipal discharge limits.
- Wastewater Approval: Secured formal authorization from the local Wastewater Treatment Plant manager to discharge the neutralized solution via lab drains.
Note: While evaluating SQG requirements, the client voluntarily adopted weekly waste inspections and updated emergency response equipment as best practices to enhance employee safety, even though these remain optional for VSQGs.
Results & Financial Impact
In addition to avoiding SQG status, point-of-generation neutralization delivered significant workplace safety benefits. Employees no longer need to transport heavy, high-pH carboys from the laboratory to central accumulation areas. This eliminates chemical exposure risks, reduces spill potential, and mitigates ergonomic injury hazards.
By eliminating off-site hauling, container management fees, administrative overhead, and training requirements, the project yields $28,374.64 in total annual savings.
